The Rooney Rule

The Rooney Rule was introduced in 2003 by the National Football League after mounting evidence that qualified Black coaches were being overlooked despite strong performance. 

The tipping point came in 2002, when respected coaches like Tony Dungy and Dennis Green were fired, prompting a study by Johnnie Cochran and Cyrus Mehri showing systemic disparities in hiring and retention. 

Led by Dan Rooney, the league mandated teams to interview at least one minority candidate for head coaching roles. The rule later expanded to include multiple candidates and senior leadership positions.

Representation improved modestly in the years that followed, and more candidates gained access to interviews. But progress has been uneven, and hiring outcomes still lag behind the diversity of the available talent pool. 

Today, the Rooney Rule has been widely adopted across industries and has helped normalize more inclusive hiring processes. It is also widely criticized for enabling performative compliance – box-checking interviews that don't shift final decisions.

Its legacy is less about solving inequity outright and more about demonstrating that changing who gets seen is necessary, but not sufficient, to changing outcomes.
